## Fixes

- Reduce repeated skill content in provider requests when an unchanged, complete copy is already present. Explicit reads still check the current file, and Mission Control and session history retain the full output. No configuration is needed.

## Other changes

- **Breaking:** `read` now supports only local files and enabled skills. Replace `offset` and `limit` with per-target line selectors, such as `src/lib.rs:20-40`. The `session://`, `issue://`, and `pr://` targets are no longer supported; use GitHub tooling for issues and pull requests.
- Shorten the agent-facing `web` tool guidance without changing its runtime behavior.
