Review rounds exhausted with findings still open, or the gate failed.

The graph could not complete.

Stalled is the case this was written for: the candidates exist and
are paid for, and the panel merely lost its quorum, so continuing means
re-asking the absent seats rather than competing three fresh
implementations. Blocked qualifies too — review rounds ran out, or
the gate failed, and a resume re-enters that loop against work that is
already on a branch.
Failed does not: the graph could not complete, and there is no
established point to continue from. Nor does a finished run, whose
answer is a new competition.
