Format command for [Lintel](https://github.com/lintel-rs/lintel). Provides the `lintel format` subcommand which formats JSON, YAML, TOML, and Markdown files using dprint formatter plugins.

Also used by `lintel check` to verify formatting and produce diffs for unformatted files.
