��Creates self-signed .cat files from .inf files.  By default, dpscat.exe
searches the working directory for all files matching the FileSpec
*.inf.

USAGE:
dpscat.exe [/PATH Path]

/PATH Path   - Specifies an alternate .inf file search directory.
