Rust implementation of the libinput.so.10 ABI.

Version 0.3.1 is a tested drop-in replacement for libinput 1.31.3 on the supported x86_64 DNF/RPM targets. The release gate covers the complete public ABI and the pinned upstream public-ABI behavioral corpus.
