# Loom Web bootstrap import

`WebBootstrapImporter::import_all(archive, authority, user)` prepares the complete dependency-first archive before making any source effect. It assigns every package to the supplied authority, generates the canonical WebCode document projection, and rewrites every authority-neutral `/module/<name>/...` reference to `/module/<authority>/<name>/...`. Undeclared or absent route references fail closed.

Each prepared package is written to one disposable per-user Web coding cache, checked freshly in real Chromium against the current KTO-backed public projection, and then published through that projection. Dependencies are processed first. An exact existing immutable version is accepted after the fresh check without another submission; different bytes or a publication conflict fail. Returned inventory contains the logical name, stable version, and deterministic digest of every complete authority-qualified source package.

The importer owns no ZIP parsing, Account/group/Profile creation, Kmap topology, bootstrap state, source Object, Web workspace draft, listener, deployment, migration, retry, rollback, repair, or background work. The cache is disposable; publication is the only durable source effect.
