`dispatch` returns one terminal outcome for each call in input order. `CurrentTime` accepts only JSON objects with no fields and returns the current UTC timestamp; malformed or nonempty arguments and unknown names return deterministic errors.
Performance: Each call performs JSON validation and, for `CurrentTime`, one system-clock read and timestamp formatting operation.
