Reads a 64 bit integer the way SQLite’s sqlite3DecOrHexToI64 does.
Returns the number the text starts with, 0 when it starts with none, and
whether the whole text was one number. A pragma such as mmap_size takes the
number whether or not anything followed it; threads ignores an argument
for which the second part is false. A number too large for 64 bits is
limited to the largest or smallest.
