ifc-approval

Bounded IFC4 approval semantics: IfcApproval, its resource-level relationships and IfcRelAssociatesApproval, as borrowed views over ifc-model plus transaction-staged authoring. Approval status is an authored fact; the crate implements no workflow, signatures or authorization.
