Lockfile management for deterministic Haskell builds.

## Overview

`hx-lock` handles the `hx.lock` lockfile, which ensures reproducible builds by:

- Recording exact package versions
- Tracking toolchain versions
- Computing content fingerprints
- Supporting workspace packages

## Modules
