## Test 3: User Modification Detection ⚠️ BUG FOUND
**Objective**: Validate three-way merge detects user modifications
**Setup**:

**Root Cause Analysis**:
The three-way merge logic IS implemented correctly in hub-codegen, but there's a **cache key mismatch** bug:
**synapse-cc writes** cache with key `"all"`:

- When hub-codegen looks for cached hashes, it searches for key "default"
- Cache manifest only has key "all"
- hub-codegen doesn't find cached hashes
- Conflict detection logic never runs because `cached_hash` is always `None`

All three match because Plexus substrate returns composite hash only. V2 granular hashes will differ when substrate is updated to return separate hashes.

### What Needs Fixing ⚠️
1. **Cache Key Mismatch Bug** (CRITICAL)
- synapse-cc uses "all", hub-codegen uses "default"
- Prevents conflict detection from working
