Fail-closed transport selection for Handshake browser resolution.

The gateway evaluates typed candidates in policy order and records the actual attempt history, intermediary identities, and privacy downgrade state. Fallback is limited to explicitly classified reachability, timeout, unsupported, or valid UDP-truncation outcomes.
