Encoder for HoloTensor (progressive tensor loading).
Supports three encoding schemes:
- Spectral: DCT-based, best for smooth weights (attention, embeddings)
- RandomProjection: Johnson-Lindenstrauss, good for dense layers
- LowRankDistributed: SVD-based, best for low-rank matrices
Example: encoder = HoloTensorEncoder(HolographicEncoding.Spectral, n_fragments=8) header_bytes, fragment_list = encoder.encode_2d(weights, 4096, 4096)
