## Strategy
1. Route by what you know: a symbol name, a filename pattern, or a text fragment →
pick the tool that owns that job (above).
2. Locate before you read: find the exact file+line first, then Read only that
range. Every line read is re-sent on every later turn, so wasted reads compound.
3. If a call returns nothing useful, change the query or switch tools — do not
repeat the same call.
4. Issue independent lookups in the same turn when you can.
