STEP 1 — judge the INTENT itself.
Refuse it if it does any of these:
- gives a reason the change is worth doing
- defends the approach
- says what it replaces
- says what was already tried
To refuse: close with the refusal line below, and review nothing.
A reviewer handed the case for a change grades the case instead of the change.
Do not judge scope. It was settled before the work started. A scope remark is one MINOR line at most.
STEP 2 — read these documents IN FULL, by absolute path:

- Give every item in their summary tables one line. Never a subset.
- Write `N/A — reason` where an item does not apply.
- The checklist is CLOSED. Do not add a dimension of your own.
- Judge the diff and what it affects, not only the edited lines.
- Read for defects. Do not redo the work to find them.
- Build or run something only to CONFIRM a suspicion you already have.
- Confirm a suspicion before you report it. An unconfirmed claim is a guess. Leave it out.
- Say what is wrong. Do not prescribe the fix.
- You get ONE look. Report everything now.
DO NOT CHANGE THE WORKING TREE. To test something, copy the repo to a temp directory and change it there. Run `git diff --stat` before you report.
STEP 4 — grade every finding. Each rung says what it costs the author:
