gettext-sys 0.27.0

Raw FFI bindings for gettext
# Changelog

## 0.27.0 - 2026-08-05

This release breaks an unwritten rule: version of gettext-sys crate no longer
matches that of the bundled GNU gettext library. gettext-sys contains a tiny bit
of Rust code which previously didn't require any major version bumps. However,
unsoundness in `setlocale` (https://github.com/gettext-rs/gettext-rs/issues/64)
made me realise that this in unsustainable. The newest GNU gettext version
is 1.0, but I (Alexander Batischev) am not ready to bump gettext-sys to 1.0.
Thus I am releasing this as 0.27, and will continue with 0.x versioning until
such time that I'm confident enough to cut a 1.0.
