Plugin API platform crate for elendirna. Interface contract only — concrete implementations live in `elen-labs/plugins/{plugin_name}` repos.
설계 결정·아이디어 추적은 elendirna workbench vault (`D:\Work\elendirna`)에 누적. 새 결정은 거기서 entry/revision으로 박을 것 (`elf` CLI 또는 vault MCP).
