The conventional spelling elsewhere in the codebase is state_root_v1 — that is this pair, written as one token. It is split here because a compatibility check has to compare VERSIONS, and "state_root_v1" != "state_root_v2" is a string inequality that cannot say which is newer or what the engine has instead.
