Wraps any JSON value for hooks with no typed payload.

The third copy of this type in the workspace — cpex-ffi and the Python bindings each define their own, because praxis-policy-core exports the impl_plugin_payload! macro but not a shared struct. Consolidating all three into praxis-policy-core is deferred follow-up work; it would touch the FFI and the bindings, and is not needed to ship this host.
