Why the AX scroll-bar path is running.

This decides the warning. Naming the cause keeps the response honest: a caller who asked for --tier ax never posted a wheel event, so the “wheel event not delivered” note would be false for them.

A wheel event was posted first and did not move the bar.

ExplicitAxTier

The caller named --tier ax, so the scroll bar was the plan all along.
