Client to server: authenticate to a tenant. The first message on a connection.

client_id is a hint for development servers only: a production server takes the client’s identity from the credential (its subject) and ignores or refuses a self-claimed one. dev_scopes is likewise development-only: ask for exactly these scopes ([] for none) instead of administrator. Unknown fields are ignored, because the credential fields are flattened next to the others.
