Struct ColumnDecoder 

pub struct ColumnDecoder;

Unified column decoder that dispatches based on the EncodingType tag.

Reads the encoding discriminant from an EncodedBlock and delegates to the corresponding specialised decoder (delta-of-delta, Chimp, Gorilla, integer, dictionary, bitmap, plain, RLE, or nullable wrapper).

Returns a DecodedColumn that preserves the original column type.

Returns an error if the data is empty, the tag is unknown, or the payload is corrupt.
