`skills/specrail-workflow/SKILL.md` before creating issues, specs, PRs, reviews,
or handoffs.
Keep automation in dry-run or advisory mode unless a maintainer explicitly
authorizes a write action such as creating labels, opening PRs, merging, or
closing issues.
