Command-line encoder/decoder for [Uniform Resources](https://github.com/BlockchainCommons/Research/blob/master/papers/bcr-2020-005-ur.md) (binary name `bcur`), including terminal QR rendering for air-gapped transfer. Wraps the `bcur` crate.
