Observability infrastructure for Barbacane API Gateway.

This crate provides:

• Structured JSON logging with trace correlation
• Prometheus metrics registry and exposition
• Distributed tracing with W3C Trace Context
• OTLP export to OpenTelemetry Collector

Usage
