Framework-agnostic Rust primitives for Authplane OAuth flows, token verification, and DPoP.

## What is included

- Typed OAuth errors, including `ConsentRequiredError`.
- OAuth error mapping utility from token responses.
- Circuit policy helper with shared defaults (5 failures, 30s cooldown).
