Backend driver primitives for Athena.
The first extraction slice owns Scylla execution, shared host-health tracking, the health-aware Supabase client core, and a first set of portable PostgreSQL helper modules, including schema cache and column resolution. The remaining PostgreSQL registry/pool runtime and high-level CRUD execution surfaces still follow in later passes.
