The extern modifier, with the ABI selected as the tuple value.

This struct includes unsafe. Since Rust 2024, the unsafe keyword is required for extern functions, and before Rust 2024 it is optional. To make it easy to generate code targeting multiple editions, we unconditionally emit the “unsafe” keyword alongside “extern”.
