- Public unpadded Base64 codec: [`encode_base64`] / [`decode_base64`]
  (allocating) and [`to_base64`] / [`from_base64`] (caller buffer), plus
  [`Base64Backend`] and [`detected_base64_backend`]. Same SIMD dispatch the
  PHC encoder already used.
- Public BLAKE2b one-shots [`blake2b`] / [`blake2b_long`], plus
  [`Blake2bBackend`] and [`detected_blake2b_backend`]. Same x86 runtime
  cascade Argon2 already used (AVX-512 → AVX2 → SSE4.1 → scalar).
- Public PHC interop: [`decode_phc`] (any order of `m`/`t`/`p`, optional
  `data=`), [`Decoded`] (with `ad`), C-parity [`decode_string`], and
  [`encode_string`] / [`encode_string_alloc`].
- [`Argon2::hash_encoded_with_ad`], [`Argon2::hash_with_ad`],
  [`Argon2::verify_with_ad`], and the matching [`Hasher`] methods. The
  encoded form still emits a C-style PHC string (no `data=` field).
- Crate-root [`constant_time_eq`].

### Changed

- PHC `$` / `,` / `=` scans use [`memchr`](https://docs.rs/memchr) (the
  crate's first mandatory dependency). `std` enables `memchr/std` so those
  scans share the same runtime SIMD style as the rest of the crate.

  RFC 9106 presets, and C error-code parity on `Error`
- SECURITY.md: support policy is latest `1.x`, not pre-1.0 “latest only”
