The ONE --backend declaration, flattened into every command that offers the inference backend override (apr run, apr chat, apr serve run).

#2583: the value_parser above was applied by hand at each site, so apr serve run — added later — declared a bare #[arg(long, value_name = "BACKEND")] and accepted ANY string: apr serve run --backend nonsense parsed, ServerConfig.backend carried "nonsense", and the server came up on whatever backend it would have picked anyway. Copying the value_parser to that third site would have left the same hand-copy hazard for the fourth (cf. #2585, where two apr bin targets were duplicated by hand and had already diverged), so the declaration itself is shared: a new consumer writes #[command(flatten)] backend: BackendArg and cannot express the unvalidated form.
