### Scope

- **Purpose**: Document optional feature behaviors for `api_openai`.
- **Responsibility**: Master file listing all feature doc instances with ID, name, and status.
- **In Scope**: Feature flags, enterprise reliability modules, optional capability behaviors.
- **Out of Scope**: Core required behaviors (see invariant/), API contracts (see api/).
