## Goal

`tests/inference_tests.rs` gates its two integration test functions at module level via `#[ cfg( feature = "integration" ) ] mod integration_tests { ... }` (lines 398–487). Per `docs/invariant/002_testing_standards.md` invariant IN-07, every test function requiring credentials must carry `#[ cfg( feature = "integration" ) ]` immediately before its `#[ tokio::test ]` attribute — at function level, not at module level. The two integration test functions inside the module (`integration_inference_create`, `integration_inference_create_with_parameters`) each have only `#[ tokio::test ]` without a per-function gate. The fix dissolves the `mod integration_tests { }` wrapper, moves the two test functions and their two helper functions (`get_api_key_for_integration`, `create_integration_environment`) to file scope, hoists `use workspace_tools as workspace;` to file scope under `#[ cfg( feature = "integration" ) ]`, removes `use super::*;` (redundant at file scope), and adds `#[ cfg( feature = "integration" ) ]` immediately before each `#[ tokio::test ]` on the relocated integration test functions. Observable outcome: `grep -c "#\[cfg(feature = \"integration\")\] mod" tests/inference_tests.rs` → 0; 2 occurrences of `#[ cfg( feature = "integration" ) ]` paired with `#[ tokio::test ]`; `w3 .test l::3` → 0 failures, 0 warnings.

## Work Procedure

8. **Update task state** — on validation pass, move file to `task/completed/`; update index.
