### Scope

- **Purpose**: Document Anthropic API contracts and endpoint coverage requirements for `api_claude`.
- **Responsibility**: Master file listing all API specification instances with ID, name, and coverage status.
- **In Scope**: Anthropic API endpoint contracts, feature-gating policy, response format expectations, and capability inventory.
- **Out of Scope**: Implementation internals (see pattern/), enterprise feature configs (see feature/), operational procedures (see operation/).
