outbound_buffer_bound: usize

Per-connection outbound buffer bound.

event_broadcast_capacity: Option<usize>

Capacity of the engine-global event broadcast channel that backs /events/stream. REQUIRED — the server always mounts the streaming endpoint, so streaming capacity must be an explicit operator decision; there is no default. Lag is filter-blind, so size this for global event volume across all namespaces, not per-subscription volume.
