report_unresolved_calls_in_python

Plan L t-006: walk a Python file’s call nodes and report any that the static resolver couldn’t bind to a workspace qname. Includes stdlib + third-party + dynamic — callers should treat the count as “static-resolution gap,” not “bug list.”

scan_dynamic_dispatch_in_python
