`agent-runtime-kernel` implements context assembly, context hooks, bounded model
and tool execution, compaction, policy enforcement, and completion semantics.
It is isolated from HTTP transport, persistence, deployment configuration, and
provider-specific infrastructure.
This is a published internal Runtime implementation. Agent and tool code should
depend on `agent-runtime-sdk`.
