agent-runtime-kernel-api defines the boundary between execution coordination and the Runtime Kernel, including bounded context configuration, Kernel events, definition resolution, and failure semantics.

This is a published internal contract. Extensions should implement the public interfaces exposed by agent-runtime-sdk, not couple directly to the Kernel.
