Agent Runtime Control Tools

agent-runtime-control-tools contains Runtime-owned tools whose semantics are independent of a specific Agent. The initial runtime.complete tool provides an explicit, validated completion boundary for Agents that require tool-driven completion.

This is a published internal package used by reference definitions and the definition loader. Custom tools should implement the interfaces from agent-runtime-sdk.
