Wraps any Checkpointer with delta compression.
On save, the DeltaCheckpointer stores either a full state snapshot or an
incremental delta depending on the step number and the configured
DeltaConfig::full_snapshot_interval. On load, it reconstructs the full
state by finding the nearest full snapshot and replaying deltas forward.
The DeltaCheckpointer exposes the same Checkpointer trait interface,
making it a drop-in replacement for any existing checkpointer.
