that flow does not simply redirect: the recovery codes exist for exactly one
moment and a `303` would spend it.
Standalone like the challenge page it follows, although by this point the
session behind the browser is `active` -- the cookie was rotated with this
very response. The "Continue" link is an ordinary navigation, so the new
cookie is what carries it.
