            cleanup candidates. Do not second-guess those exclusions.\n\
         4. Show each candidate's invocation count, session count, and context \
            bytes. Rank larger never-observed Skills first, then once-observed \
            Skills. Explain the bounded evidence window.\n\
         5. Offer only reversible disabling through the existing Skill/plugin \
            management flow. Never propose deletion, file moves, or batch cleanup. \
            Leave every Skill as a separate opt-in choice for the user.\n\
         6. The instruction and MCP counts are context-footprint signals only. \
            Because the host does not supply invocation telemetry for them, do \
            not label them low-use or propose disabling them. Mention only a \
