4. Show each candidate's invocation count, session count, and context \
bytes. Rank larger never-observed Skills first, then once-observed \
Skills. Explain the bounded evidence window.\n\
5. Offer only reversible disabling through the existing Skill/plugin \
management flow. Never propose deletion, file moves, or batch cleanup. \
Leave every Skill as a separate opt-in choice for the user.\n\
6. The instruction and MCP counts are context-footprint signals only. \
Because the host does not supply invocation telemetry for them, do \
not label them low-use or propose disabling them. Mention only a \
concrete duplicate, oversized-file, metadata, or runtime error count.\n\n\
Required report:\n\
- `Usage sample`: inspected/saved sessions, completed turns, total Skill \
invocations, date window, unreadable sessions, and whether evidence is \
sufficient.\n\
- `Cleanup candidates`: one evidence-backed row per eligible Skill, \

- `Excluded from cleanup`: summarize all protected categories so the \
