Resume an interrupted transfer from this byte offset.

Sent as a Range header. A server free to ignore it answers 200 with the whole body instead of 206 with the rest, which HttpResponse::resumed reports — a caller that appends to a partial file must check it, or it writes the start of the file over the middle.
