Controls blur behavior outside source bounds.

This mirrors Compose’s BlurredEdgeTreatment:

  • bounded treatment (shape != None) clips blur output and uses TileMode::Clamp
  • unbounded treatment (shape == None) does not clip and uses TileMode::Decal
