The newest SNAPSHOT_EXPORT_LIMIT snapshots by as_of (ties by taken_at), oldest first: a list of summaries for json, a Markdown table string for markdown. A backfilled snapshot sits at its as_of position, and one older than all of those is stored and counted but not listed.
