A named policy group — plugins to activate and optional metadata.

The all group is reserved and always applied.

description: Option<String>

Human-readable description.

metadata: HashMap<String, String>

Arbitrary metadata for tooling and audit.

plugins: Vec<PluginRouteRef>

Plugin references to activate when this group matches.

identity: Option<RouteIdentityConfig>

Identity dispatch list contributed by this tag bundle. Inherited by routes that carry this tag in meta.tags, stacked between the global identity (first) and the route’s own identity (last). Same YAML shape as the route-level identity: block.
