Blocks proposals containing PII or sensitive data patterns from crossing boundaries. Scans proposal content for configurable patterns (emails, SSNs, credit cards, etc.).

pub fn default_patterns(watched_key: ContextKey) -> Self

Create with default PII patterns (email, SSN, credit card, phone).

Patterns are compiled once via [DEFAULT_PII_PATTERNS] and cloned here, so construction is cheap after the first call.
