Backward-compatible builder; delegates to ApplicationCompiler.

Cross-compiler detection and environment handling is identical to ApplicationCompiler. See ApplicationConfiguration for env var docs. Always builds online (offline: false); use ApplicationCompiler directly to build from the local registry cache.
