Client to server: open (or close) a service to local mapping. Needs service:admin on the service. A service is closed to local mapping until an administrator opens it, because the server cannot see stores into a mapping: only operating-system file permissions guard it. While open, a client with a write grant is offered path and nonce_path by GetServiceFilePath; closing it stops future offers (an existing mapping ends at the next rotation).
