A generic type representing offsets or durations for consensus types.

Delta<T> is semantically distinct from point-in-time types like Epoch or View - it represents a duration or distance rather than a specific moment.

For convenience, type aliases EpochDelta and ViewDelta are provided and should be preferred in most code.
