Recall-router-specific error envelopes.

Python produces three distinct shapes for /api/v1/recall:

• {error, hint} for 422 prerequisite errors.
• {error} for the 409 catch-all and the GET-history 500.
• silent 200 [] for permission denied (NOT encoded here — handled at the handler layer by returning Ok(Json(vec![])) without an ApiError).

Serialized as an untagged enum so the JSON shape per variant matches Python.
